COLOMBO, Sri Lanka (AP) — The U.S. announced a $553- million project Wednesday to build a new, deep-water shipping container terminal in the Port of Colombo as it competes with China in international development financing. The U.S.-backed financing comes at a time when Sri Lanka is struggling to recover from a dire financial and economic crisis. Sri Lanka borrowed heavily from China to build the port and other infrastructure including an airport and a city being built on reclaimed land. Both neighboring India and China are jostling for influence in Sri Lanka and both have already invested in expanding facilities at the Colombo port. Colombo port also has a terminal run by China Merchants Port Holdings.

The Anglo-Australian miner owns two of four Simandou mining blocks as part of its Simfer joint venture with China's Chalco Iron Ore Holdings (CIOH) and the government of Guinea, where the mine is located. CIOH is 75% held by Aluminum Corporation of China (Chinalco) and 20% by Baowu Steel Group, with China Railway Construction Corporation (CRCC) and China Harbour Engineering Company (CHEC) each holding 2.5%. Simandou's other two blocks are owned by the Winning Consortium Simandou (WCS), made up of Singapore-based Winning International Group, Weiqiao Aluminium - part of the China Hongqiao Group (1378.HK) - and United Mining Suppliers. The line, which has been out of use for roughly 40 years, is part of the East Africa rail network that stretches from Kenya's Indian Ocean seaport of Mombasa. It was built by Kenya and Uganda's former colonial ruler Britain around the beginning of the 20th-century. Uganda decided to revamp the old network after plans to build a separate modern standard gauge railway (SGR) failed to secure financing from China. The European Union funded construction of the Gulu hub, completed in late 2021, as part of the effort to revamp Uganda's railway network, which fell into disrepair during the country's economic collapse in 1970s and early 80s. Ugandan officials hope once the link is restored, rail will replace trucks in shipping transit goods to South Sudan and northeastern Democratic Republic of Congo.
